This is just a fiberized rand() test I put together for the WINE devs
after observing a difference in behavior vs. Win7.

To build you must first have checked out the submodules recursively:
`git submodule update --init --recursive`
Then steps using mingw to build the 32-bit windows exe in GNU/Linux:
./bootstrap
mkdir build
cd build
../configure --host=i686-w64-mingw32
make
file src/randtest.exe
To build a linux binary without mingw, omit the --host=i686-w64-mingw32.
To build a 64-bit windows exe, use --host=x86_64-w64-mingw32.
