charts: add RSS case to columns_changed()
Noticed while adding the sys-wide columns here... this isn't used
yet though.
Also fix a bug on the VWM_COLUMN_ROW case - this shouldn't prevent
other columns from triggering a change when the row hasn't changed.
Basically nothing in this switch should short-circuit the loop in
the unchanged case.
