charts: add a sys-wide Sys/User CPU % row below IOWait/Idle %
Even when run rooted at PID1, you easily have blind spots in the
process/threads tree.
Including these aggregates at the top helps cover those gaps, as well as
giving a quicker understanding of where the Idle % has gone without
digging through the tree.
It might make sense to roll up Nice as User too, for now it's left out.
