modules/*: use til_fragmenter_slice_per_cpu_x16() where applicable
Mechanical change switching til_fragmenter_slice_per_cpu() users
over to til_fragmenter_slice_per_cpu_x16(), except sparkler where
it's quite detrimental to performance.
